Use a shiny stone on a Togetic ( I think during the day, to be safe, don't try it at night). You might want to wait though because there are some moves that Togetic learns that Togekiss does not!
You get a Togetic by getting your Togepi very happy. Don't let it faint and give it things like proteins. On your Friendship Checker on your Poke Tech, when it has 2 big hearts above its head, all you have to do is level it up and it will evolve into Togetic.

∙ 7y agoYou cannot evolve Togekiss further however it would've evolved from Togetic if you had used a Shiny Stone on it and Togetic would've evolved from Togepi as a result of leveling up once it had achieved maximum happiness.

∙ 12y agoYou cannot catch a Togekiss in Pokémon Black, the only options to acquiring one would be to trade for it or any of its pre-evolved forms with someone that has Pokémon White or you can transfer Togekiss or its pre-evolved forms of Togepi or Togetic from either Diamond, Pearl, Platinum, Heart or SoulSilver.
Additionally during your birthday month, you can claim a Birthday Togekiss present in the Dream World by logging into your Pokémon Trainer Club account on the official Pokémon website and clicking on the mail icon in the top-right hand corner.
