Well first you have to beat the elite four and have celio give you a rainbow pass, then you have to go to island five and use surf by the water were the fishermen is standing, then surf up a while before resort gorgeous and go to the west (you have to find gaps between the rocks), then you sould come to a little is land with two people on it, go talk to the man and he should give you an egg that will hatch into togepi, YAY!!!!
PS. sometimes you have to heal your Pokemon or he wont give you the egg.

This might help: Have your starter in the lead spot of your party and you should get the egg figured i'd add that (it might also just require a really happy Pokemon to be up front so something you had from the beginning)
