Celebi is not available in Pokemon Diamond and Pearl. You would need to use a Japanese bonus disc from Pokemon Colosseum and transfer it from Pokemon Sapphire, Ruby, or Emerald to the Pal Park in Pokemon Diamond and Pearl. You can also use an Action Replay, but commonly it can damage the game, so I suggest being careful using this.

∙ 8y agoYou can't find Celebi in Diamond/Pearl. You also can't breed it. The only way to get Celebi in Diamond/Pearl is to find it in a different game and then trade it. Celebi can only be found in Pokémon Crystal, in the Ilex Forest.
