well you can it i believe on Friday's? at the pokethalon center prize area or after you beat the jonto elite 4 you have to go on a ship to kanto and after you beat get the man his girl back he will give you a metal coat

I dont think you will need metal coat in pokemon gold. You can get it in SS aqua.
