You can get him by either evoloving barboach or fishing near Ever Grande.
Also you can get him by fishing in meteor falls. When you go in take the first waterfall up then you encounter the old couple, but then go down the ledges and keep going until you find a spot of water to fish in ( i caught mine on the right side of the small body of water)
