You cannot catch a Cottonee but you can trade a Petilil for one in either Nimbasa City or Driftveil City I am not sure which one. You can also trade with a friend who has Black. It is the other way around for Black.

∙ 12y agoObviously, you must have Pokemon white because that Pokemon is so common in Pokemon black. You have to trade it for a petilil in a house to the right of the Pokemon center in Nacrene city.

∙ 13y agoIt's black exclusive, so you'll have to trade for it. Luckily there is an NPC in Nacrene City who will give you one, in exchange for a Petilil.
