after you beat the Elite 4 professor elm will give you the S.S anne ticket. After you ride it to vermilion you should get trapped with Jesse & James. Then you go through the cave and at the very end (the loooooooong stairway means you're close) you will find the GS ball as well as a level 60 Aggron.

is thats true also i have heard that it does not exist in the game.
the gs ball exists only in the episodes
