Blue Chomby Morphing Potion (among other Neopet Morphing Potions) can seldom be found in stock in Kauvara's Magic Shop. Most Morphing Potions (especially those of LE and Restricted Neopets) are coveted by restockers, so be very quick if you see the Morphing Potion you want as most of the UB ones sell like hotcakes. Alternatively, you can get one off the Trading Post. Standard TP price for a Blue Chomby MP is 240,000 NP (as of 10/31/2014 according to Jellyneo's Item Database).

By "fish" you probably mean Koi.To get a Koi you can buy an Orange Koi Morphing Potion You can use the SW (shop wizard) and buy it for around 47,000-50,000nps. Just have any of your pets drink it and they'll be transformed into an Orange Koi (and you'll also receive an avatar IF you haven't ever used a morphing potion before)
First of all, it's called a Jetsam. Anyway, there are only a few ways to get a limited edition Neopet. you can buy a *Coloured* Jetsam Morphing Potion (E.g. Blue Jetsam Morphing Potion), or you can wait to make one on the Jetsam day which only happens once a year, go look at the Calender page in Neopets to find out where the Jetsam day is and make one on that day. Or you can buy a Jetsam Transmogrification Potion which turns your Neopet into a Mutant Jetsam - which is not pretty. That's probably one of the few legal ways to get a Jetsam.
Create one on kiko day (July 17th), adopt/trade for one, morph one of your pets with a kiko morphing/transmogrification potion, or have one of your pets play with a magical kiko plushie.

The easiest way is to wait for Krawk Day (April 16th). Then you can get a Krawk like you would get a common Neopet. Otherwise, you'd have to use a Krawk Morphing/Transmogrification Potion and those get extremely pricey.
