pick bulbasuar as ur starter Pokemon (if u want entei)
pick squirtle as ur starter Pokemon (if u want raikou)
2. beat all 4 kind of battle towers on island 7
3. look in wild spots 4 1 of them based on ur starter Pokemon (don't look in caves or on the seven islands)
BTW catch at least 60 Pokemon before beating the elite four! this will unlock the legendary beasts AND Oak will up-grade your pokedex with a national dex. (after beating the elite four of course!)

∙ 12y agoIt is only possible to get suicoon in fire red. (as far as I know) In order to do that, you first need to beat the Pokemon league. Then you can find him anywhere in the wild. He will run so save your master ball in the game. If you already used you master ball, then find a Pokemon that knows "mean look" to make suicoon stop running. Then it is up to your skill with catching Pokemon.

∙ 13y agoI believe you have to beat Indigo Plateau; this releases one of the legendary beasts in the wild. The one that becomes available depends on what starter Pokemon you chose.
Bulbasaur = Entei
Charmander = Suicune
Squirtle = Raikou
There's no telling where it'll appear though... And it'll flee on the first turn of battle when you DO encounter it. It also changes routes whenever you do. I don't really have a stragety for catching it... But I'm sure you could find something to help you somewhere. Hope I helped! ^___^

∙ 12y agoVery unlikely because raikou moves around the map of kanto when you where to go to where it is (if you knew that is) it will immediately move so chances of you randomly entering the area where it would go next are very slim. Some areas it goes often are Route 4, Route 1, and the Route east of Celadon City.
