TO GET RELINCANTH ON POKEMON RUBY, AND SAPPHIRE YOU GET THE MOVE DIVE AND THEN DIVE AROUND THE BOTTOM OF THE OCEAN AROUND Sootopolis City AND GO INTO THE GRASSY AREAS YOU CAN CATCH CHINCHOU, CLAMPEARL, AND RELICANTH THERE RELINCANTH IS THERE RARELY BUT IT'S STILL THERE JUST BE PATIENT AND KEEP LOOKING.

Easier way
Go to Sootopolis City, dive down at the south where water is deep, surf downwards through an opening and you'll see grass patches. Surf, sweet scent or a white Flute in the grass patches until you get it.
^Don't use sweet scent as you will be just be wasting your time for it is used to catch Pokemon you have ALREADY SEEN.
^Go to the top LEFT patches of grass and search there. the first pokemon I encountered Was a Relicanth. If you've been to Sootopolis City you know your just about to go in that cave well go in seaweed beside the entrance. if relicanth doesn't appear just keep trying, sooner or later a wild relicanth will apear. oh p.s. i read in my pokedex on my game and online that its rare. rock and roll pokemon!!!!!
it s very easy. u just go underwater.near the cave which u used first time to reach to the eighth badge there are some green grass tiles if u search there there is a 26% possibility to find it
check your pokegears radio everyday. everyday mary and oak announce new pokemon in different places. there isnt a certain day for each pokemon so just check back everyday until it says where to find it itll most likely be on rt.12 fish with a super rod. before oak and mary start announcing pokemon you must beat the pokemon league and get a national dex. hope it helped

Underwater in seaweed, make sure your along the wall of the cave. If your not against the wall, or if your in the middle of the patch, you won't find him, so make sure your against the wall.
I've found it on route 4 in the water. You need to fish on a rippling water spot with a super rod.
