a) You can get a wyanaut egg in lavaridge from a lady next to the Pokemon centre.
b) Place two Pokemon(male and female, or ditto+whichever) which belong to the same egg group into the daycare west of mauville. Walk a couple hundred steps(bike). Then talk to the lady and guy at the daycare and they will say they found an egg. It will be the first stage evolution of the females species after it hatches(walking again)

you need two of the same starter Pokemon. one female and one male, then put them in the daycare together and eventually the old man out side will say thet your Pokemon have had a egg. But if you do not have both starter Pokemon you can breed it with a ditto

You'll need to trade it over from another game via link cable. There is no way to get another starter without another game to trade with, meaning you'll need a gameboy advance (not a DS, they lack the cable slots), as well as the required link cable and someone else who has the games.
