No one gives you a 2nd egg in this game. If you want another egg, you have to take one male Pokemon, and one female Pokemon (the same Pokemon of course) to the daycare south of goldenrod city. Eventually they will breed and have an egg. The other option is to take a Pokemon and a ditto to a daycare, and they could have an egg.
