i don't know sorry but i only changed it because the other answers before this was even worse. it just said that the shiny Pokemon are 1 in 9000 chance of a shiny coming out. i found out a week later and the real answer is that you need action replay that you need to BUY not download (which you can not anyway) and change it to shiny Pokemon to come out so there you have it

∙ 8y agoYou will need to soft reset many times before encountering a Shiny Rayquaza at the top of Sky Pillar. This is for Sapphire, Ruby, and Emerald. Finding a shiny in general has a chance of 1/8192 encounters, so patience will be needed.

∙ 8y agoYou can find a Rayquaza in the Sky Pillar in Ruby/Sapphire/Emerald; if you have a Jade Orb, in the Embedded Tower in HeartGold/SoulSilver; in the Field in Pal Park; in the Sky Pillar in OmegaRuby/AlphaSapphire. Usually Rayquaza is green, but it's shiny form is black. Getting a shiny Rayquaza is very hard. The best way is to save, before going to Rayquaza and then when you battle it, look if it's shiny. If it isn't, turn your game off and try again. However, this may take a long time, since the chance of seeing a shiny pokémon is 0.0122%.
