If you mean in the black game then it is the same as on white. Terrakion (Victory Road) Once you have fought Cobalion you now can face Terrakion. To do so, fly to the Pokemon League and from there head down to Victory Road. Go to the cave on the right on the top of the mountain. When you see your rival (if you beat the game), go down the left flight of stairs. Keep going until you find the boulder that you need to use strength on. Head left and you will see the cave leading to Terrakion.
However to get it shiny then you may have to keep soft resetting once you have entered the battle, make sure you save the game before battling it as the soft reset will take you back to the last saved point.
Note: in the normal world terrakion looks normal regardless of weather it is shiny in battle on not, so the only way to tell is to engage in a battle.
also soft reset is the Left+Right+Select+start
