you cant you have to catch an ONIX give it a metal coat and then trade it or you can get stteelix on Pokemon diamond when you go to canalave city going for the 6th gym badge you first go to iron island and near the exit of iron island you might encounter one

You need :
- Metal Coat ( Item )
- Onix ( Pokemon )
You have to trade Onix with Metal Coat equipped , to another game , then it'll evolve into Steelix .

Trading must be between gold, silver and crystal versions or it won't work
