How do you get a water Pokemon without a fishing pole in emerald?

Well you can choose Mudkip one of the three Pokemon in Professor Birch's bag at the beginning of the game or you can find Marill a water type Pokemon in the grass but most of the time if you want to catch Water type Pokemon without a rod you use Surf (HM 03) on water. If you don't have it you can try catching the Marill. It is the same on POkemon Ruby. If you are on the first gym leader Roxanne and don't have Mudkip and have Torchic and don't want to start over you should catch MArill. If you have Treecko and don't want to start over keep training until it learns Absorb or Razor or any other grass type moves because they are super effective on rock type Pokemon.
