You can't get Garchomp in sapphire. Sapphire is a 3rd generation game and therefore doesnt get 4th gen. pokemon., which is what Garchomp is. Sorry

Garchomp cannot be found in the wild, and nor can Gabite. Gible, however, can be found in the Safari Zone and leveled up to lv. 24 (Gabite) and then, once it is Gabite, lv. 48 (Garchomp).
Garchomp can't be catched. Except for the legendary pokemons it doesn't exist that strong wild pokemons. You need to catch and train a gabite in the safari zone, and evolve into gabite at level 30, and than to a Garchomp at level 48.
well, personally I would say garchomp because it is dragon type (powerful) and has evolutions so it gets stronger as heracross doesnt. secondly, heracross is much more rare than garchomp, or gible(you cant catch wild garchomp).thirdly champion Cynthia's most powerful Pokemon is a garchomp and is really dangerous- garchomps speed and attack stats are deadly and probably the most powerful in the sinnoh-dex. I say garchomp is the best Pokemon in the sinnoh dex battle-wise. Infernape and drapion are also tough.
