How do you get all 3 starters in Pokemon chaos black?

You can;

Trade with your friends or if you have a ditto that is the opposite gender of the Pokemon you can put both of them in the Pokemon day care and breed them. Unfortunately Ditto can't be found in Pokemon black (I think it's from Kanto region). Be aware when you breed the new Pokemon will be a level 1.

YOU WILL NEED AT LEAST 2 DS'S AND POKEMON GAMES TO DO THIS!

Pgame = Pokemon Game

1. On DS 1, Pgame 1, Choose 'Tepig'.

2. On DS 2, Pgame 2, Choose 'Snivy'.

3. On DS 2, Pgame 2, Catch a weakling.

4. On DS 1, Pgame 1, Trade the Tepig to DS 2, Pgame 2 for the weakling.

5. On DS 1, Pgame 1, Make a new game.

6. On DS 1, Pgame 1, Choose 'Oshowatt'.

7. On DS 2, Pgame 2, Catch a weakling.

8. On DS 2, Pgame 2, Trade the weakling got on step 7 to DS 2, Pgame 2 for the weakling.

You now have Tepig, Snivy, and Oshowatt!

... to put it simple you need to trade friends or yourself if you have both Black and White and two DS systems. I have both and I end up trading myself a lot. Start a new game in one of them, get far enough where you are allowed to trade, then trade over your starter into the other game. Repeat.
