They don't exist.
seafoam islands
There is no island 9 in either Pokemon FireRed or LeafGreen. Whoever told you this is very off. There are Seven Islands (Sevii Islands)
There is no 12 Island. There are 7 islands - that's why it's called the Sevii Islands.
visit all the different islands and give celio the ruby and sapphire.
Whirl islands are in the johto region which is not in firered.
You need to have a ticket to get to the islands
After getting the ruby and delivering it to celio he will let you go to islands 4-7.

The only "passes" that I can recall from Pokemon FireRed are the Tri-Pass, which grants you access to Islands One, Two, and Three, and the Rainbow Pass, which grants you access to Islands One through Seven (the Sevii Islands).
Show it to the sailor who takes you to all the Islands he will now let you go to islands 4-7!
The Sevii Islands(islands 4,5,6,7)
it's rainbow islands and its the 1,2,3,4,5,6,7,8,9 islands
theres no such thing as naval islands theres only the sevi islands
Not regions seen in other games, but you can visit some islands that are introduced in the FireRed and LeafGreen games.
