Then, go to Cerulean City and visit the gym, where a member of Team Rocket will battle you and tell you he hid the Machine Part somewhere in the gym.
Next, Surf in the 2x2 space of water in the middle of the path, and press A until you find the part. Return the part to the boss in the Power Plant, and the Generator will be powered up again, allowing the Railroad to run again.

It is a long time before the capsule is available though just as a fair warning.
