First, you have to go to the Power Plant (It is located east of Cerulean City; once you see water, Surf on the water until you find it), and talk to the boss who will be in the room with the big machines. Then, go to Cerulean City and visit the gym, where a member of Team Rocket will battle you and tell you he hid the Machine Part somewhere in the gym.
Next, Surf in the 2x2 space of water in the middle of the path, and press A until you find the part. Return the part to the boss in the Power Plant, and the Generator will be powered up again, allowing the Railroad to run again.
This is in the GB versions of GSC. You must surf to the power plant near Lavender town. Talk to someone who is inside and they will tell you to go check some mysterious person in cerulean. Check the whole place out until you find him. Go back to the powerplant and I think by then the power should return. At this point i think you can fight Misty. ChaCha on!

I'm guessing you meant duplicate. This can only be done in Silver, Gold, and Crystal. Walk in a Pokemon Center and save your game in front of the PC. Go to a box with no Pokemon in it and deposit the one you wish to duplicate. When it's in the process of saving cut your game off and back on. You should have that Pokemon in the box and in your party.

Time capsule... Pokemon / moves from Gold / Silver / Crystal and newer do not transfer back though. So the answer is yes. It is a long time before the capsule is available though just as a fair warning. You can transfer all Pokemon TO G/S/C and newer, and if it existed then you can trade it back (Pokemon like Ghastly and Rattata)
