First, you have to go to the Power Plant (It is located east of Cerulean City; once you see water, Surf on the water until you find it), and talk to the boss who will be in the room with the big machines. Then, go to Cerulean City and visit the gym, where a member of Team Rocket will battle you and tell you he hid the Machine Part somewhere in the gym.
Next, Surf in the 2x2 space of water in the middle of the path, and press A until you find the part. Return the part to the boss in the Power Plant, and the Generator will be powered up again, allowing the Railroad to run again.
This can be used to duplicate Pokemon or/and Items in Pokemon Gold/Silver/Crystal. Have at least two Pokemon with you. Now deposit one of them into a box on the PC. Now change to an EMPTY box on the PC. When it says SAVING...DONT TURN OFF THE POWER, turn off the power. Now turn the game back on, and look into your party. You should have the Pokemon that you deposited into the PC with you. Now look into the PC. The Pokemon that you deposited will be ni there also. You can withdraw that Pokemon, and you have duplicated a Pokemon! To duplicate an item, duplicate a Pokemon that is holding the item you want to duplicate. To return power to the door in Silph Co. in Pokémon Liquid Crystal, you need to locate and activate the generators in the building. Navigate through the floors until you find the generator room, then interact with the control panel to restore power. Once the power is back on, the doors will unlock, allowing you to progress further into the building. Make sure to battle any Team Rocket members you encounter along the way!

Time capsule... Pokemon / moves from Gold / Silver / Crystal and newer do not transfer back though. So the answer is yes. It is a long time before the capsule is available though just as a fair warning. You can transfer all Pokemon TO G/S/C and newer, and if it existed then you can trade it back (Pokemon like Ghastly and Rattata)

Deoxys didn't exist in Pokemon Gold, Silver, or Crystal; because Pokemon Ruby, Sapphire, or Emerald weren't made back then. So there is no Deoxy's Meteor in Pokemon Gold.
