Here are the following places where a buizel can be found, according to the fairly accurate information on bulbapedia. I recommend using a good or great rod to find it and either lure or net balls to catch it.

Routes 6, 9, 10, 13, 21, 22, 24, 25, 26, 27, 28, 30, 31, 32, 35, 42, 43, 44, 45, 47, Ruins of Alph, Mt. Silver(Sinnoh Sound)

They can EVENTUALLY be found in wild grass, and can be fished for. You can look for spots to find them on the pokedex, and try fishing in those spots as well.
