go to Kurt with a blk apricorn and have him make it into a gs ball and use it on the celebi shrine and celebi will come and fight you!
The only way to get a Celebi is to migrate it from another Pokemon game or use an Action Replay to get a Celebi in the wild.
You can get Celebi from an event. It isn't open anymore, though. So you can only get it via trading.
Celebi is only available through event. The event ended long ago.
