I think ya mean Cressalia? Anyway to get her, you have to go to canalave after national dex. Then, go to sailor eldritchs house and talk to him. Go to Fullmoon island, and see cressalia. After that, shes just like mesprit. Chase her around Sinnoh until you catch the female-only pokemon.
