If You are asking how to get chikorita as a starter in either Silver or Gold Versions then all you have to do is select him.
If it is for Ruby, Emerald or Sapphire versions then you need to get the national-dex and talk to some dude... i cant fully remember but yeah.
And for Diamond and Pearl Versions you have to migrate.
