Homing attack is unlocked for beating the game. Unfortunately it costs all 100 skill points so it isn't really all that good.
If you mean on the old sega games, Sonic can jump on top of enemies (Mario-style) but that's it.

You have to wait until the Diablon attacks then use Homing Attack on Sonic so you'll jump high in the air and use Homing Dash on Diablon's head until it's shield come back on. Repeat until it's health bar is depleted.

classic sonic cant do a homing attack but modern sonic can. I think you press the A button then press A again. classic sonic does do a spin dash. to do a spin dash hold the left stick down then press A.
In order to perform a homing attack in Sonic Generations, you are supposed to have gained all 5 red stars before you can unlock a homing attack. However; there is no much use of the homing attack as the destruction caused is minimal.

wait until he comes down and bounce and use homing attack repeat this and BOOM you win
assuming you've beaten the boss before, do what you normally do, but instead of using only the homing attack, boost after you hit the ground (note- homing attack combo MUST be completed first. it makes the cockpit red.) the homing attack does not hurt the machine until the last hit. so basically, it takes 5.5 hits. consider the homing attack to be 1 hit and the boost as an extra 0.5, k? =3
