are you talking about the Pokemon cyndiquil?

if you're talking about the Pokemon,i guess ull either have to beat Pokemon rby,emerald,or sapphire and pick him out of the three johto starters as a reward for beating rby/spphire/emerald,OR,you can migrate him to Pokemon diamond(if you have it)off of Pokemon gold/silver,which im not sure if you can even do because ive never tried it,oh yeah,or you could probably get a cheat for action replay to get it on Pokemon diamond/pearl,(make sure to buy an action replay if you choose this),that's all i really know of,well,good luck,i hope this helped.
