To get dive you have to surf to Mossdeep City and go into steven's house (the one in the upper left corner) He will come up to you, talk to you and give you dive.(Just like that.)

∙ 14y agoOn the 2nd highest level of Mossdeep City (Above the beach), go to the house that is in the top left hand corner of the city. Inside will be Steven (it's his house). He will give you Dive (HM08) as soon as you walk in the door.
