You will need to use mean look or Trapinch's Arena Trap to keep him busy so he doesn't flee. Then you will have to weaken him just like you would any other wild pokemon and then throw as many balls as you can at him. I recommend using the master ball, that's how I caught him.

To get Entei there are three important things you need:
First you need to have started with bulbasaur, or else you wil meet Raikou or Suicune instead.
Second you need to have beaten the elite four. When this is done Entei can appear anywhere in Kanto at any time when you meet a wild Pokemon.
The third you need is either a master ball, or a strong Pokemon with mean lock, or an ability that prevents the enemy from escaping because Entei will be at level 50 when you meet him, and he will flee whenever he gets the chance.
