You need to transfer the fossil into your bag.. once you return to the surface go to Oreburgh city to the Mining Museum which is behind the Pokemon center. You go to the guy behind the counter and give him the fossil.. he will tell you he needs time alone so u exit the museum then walk straight back in and talk to him again and he will give you the Pokemon.
