In order to get it you must take deoxys.go to meteor cave and win it lots of times.Once, it would ask you to join the team and you take the friend area together.
Deoxys is on lvl 20 in meteor cave.After you had beaten the mirage deoxys go to lvl 20 with a <90 lvl pokemon. it has a base minus ten chance to get so have a friend bow.
