It all depends on the game that you're playing. Here are the guidelines for the games in which you can catch Raikou:

Fire Red and Leaf Green

After beating the Elite Four, Raikou will roam through the grasses of Kanto if and only if you chose Squirtle as your starter. If you chose Charmander, Suicune will appear instead, and Entei if you chose Bulbasaur. It is at Level 50.

Gold, Silver, and Crystal

In the basement of the Burned Tower in Ecruteak City, you will find three feral statues. Approach them, and they will turn to flesh, and then flee. Raikou will roam Johto from then on. It is at Level 40.

Pokémon Colosseum

Raikou is the Shadow Pokémon in possession of the fourth Cipher Admin, Ein the scientist. You will find him in the final room of Ein's Lab. It is at Level 40.

Heart Gold and Soul Silver

The same as Gold, Silver, and Crystal, with one exception: it is not a statue when you first approach it. It is at Level 40.

Omega Ruby and Alpha Sapphire

After defeating the Primal form of the version mascot in the Cave of Origin, you will obtain the Eon Flute. Using this item, if you have Lugia or Ho-Oh in your party, you will be able to access a Mirage Spot called the Trackless Forest, found near the Petalburg Woods. Raikou is found there during the first twenty minutes of every hour (Entei appears during the second twenty and Suicune during the last twenty). It is at Level 50.

In OR, AS, and Colosseum, Raikou is caught like any other Pokémon. In the other games, as is the strategy for all Roaming Pokémon, it is recommended to move through tall grass with a Pokémon of a Level no higher than that of the Pokémon you are trying to find at the front of your party, and then use Repels in an area where Pokémon as strong as or stronger than the Roaming Pokémon will not appear. Like all Roaming Pokémon, Raikou will flee from battle at the first chance it gets, so it is recommended that you use a Master Ball. If you fail to catch it in your first encounter, you will be able to track its location using your PokéDex from then on...except in Heart Gold and Soul Silver, in which you will be able to track its location without encountering it the first time. One warning, however, on a glitch in FireRed and LeafGreen: if Raikou uses Roar, you will not be able to find it again, so you'll need to reset the game.
