go the Ecruteak and go the the building on the left of burned tower walk in and then after a while you see another tower walk in it and make sure you have the rainbow feather.

Get the Rainbow wing from the Radio tower in Golgenrod city. Than go to the Bell tower get to the top of the Bell tower and Ho-oh will be there. It is at level 45 so be ready. I would suggest saving first
you also have to defeat team rocket make sure you help all the pretty kimono girls then when they say they have a surprise go to the dance theater, defeat all 5 and they will give you the bell when you get to the top they will do a dance to bring him back. Remember, its a long way to the top so get a lot of Max Repels. P.S. if you haven't used your master ball, you probably shouldn't unless you HAVE to. there are other tough legendaries like Mewtwo and Zapdos (plus others) that are hard to catch. Hope this helps!
In order to get Ho-Oh in "HeartGold," you first have to beat Team Rocket at the Radio Tower and get the Rainbow Wing from the Director. You then beat all the Gym Leaders in order to get all 8 Johto Gym Badges and then you have to go to Professor Elm in New Bark Town in order to get a Master Ball from him and he'll tell you the Kimono Girls are looking for you so go to Ecruteak City and then go to the Kimono Girls' studio. The Kimono Girls will thank you for all that you have done for them then beat them in a battle. You'll have to fight and defeat all 5 of them. They have the 5 evolved forms of Eevee which are Vaporeon, Jolteon, Flareon, Umbreon and Espeon. After defeating them, they will give you the Clear Bell and then they will say they'll meet you at Bell Tower, go to Bell Tower. You'll approach a monk who will say you have the Fog Badge from Ecruteak City's Gym Leader so he'll allow you passage. You'll eventually enter into the Bellchime Trail which will lead you to the Bell Tower. Go in and then go down to the monk and the Rainbow Wing will shine as bright as day then go all the way up then SAVE UR GAME! then the Kimono Girls will do an awesome dance then a movie will come on and Ho-Oh will come flying from wherever it came from then save again then catch it(do not kill it)! it is at level 45.

You have to obtain the rainbow wing after beating Team Rocket at Goldenrod radio tower, and get the Clear bell from defeating the lighthouse and then the Kimono girls in the dance theatre in ecruteak city. then you climb to the top of tin tower in ecruteak city and you will encounter ho-oh lvl 45. I suggest using your master ball that you get from Professer Oak after you beat all 8 Johto gyms. Use a action replay to get master balls and all the balls in the game. PS. there are no level 70's.
1. I am not the person above, DO NOT use your master ball on Ho-oh, try as hard as you can to catch it with other balls. You will have an opportunity later in the game to catch Lugia(The rare Pokemon from SoulSilver), at lv. 70. Still, don't use the master ball. Wait to use your master ball until you can catch Mewtwo in Cerulean cave.
The amount of ultra balls it takes you to capture these Pokemon is luck, it isn't a certain number. The point is to not use the master ball on Ho-Oh, it isn't nearly the hardest Pokemon in the game to catch. Mewtwo is hardest.
I'm the guy in the second paragraph again. Save the Master Ball for Mewtwo instead. Other Pokemon like Lugia and Ho-Oh are easy to catch without, but Mewtwo got out of my Ultra Ball 136 times, at 1 hp. To find him, go deeeep into Cerulean Cave.
Also, make sure that when trying to catch these Legendary Pokemon that you put them to sleep, it greatly improves your chances of capture.
2. If you have got a r4 card and the cheat 999x master balls and 99 rare candy lv them up after you trade them whit pearl or platinum or dimand give the al 6 a master bal to hold and send them back you have got 6 master balls en one from oak 7 masterballs
You could also just do the infinite item glitch in red or blue version to get the infinite Master balls and rare candy. That is much easier and if you already have one of those games it won't cost you any money.
You need to have all gym badges, golden feather and beaten the kimono girls. Go to a top of the place called Bell Tower. Then, Ho-Oh appears.
after you get the rainbow looking feather from the old guy in viridian city you go to ecruteak city and go through the tower where the monk dude is blocking the way and heel let you through if you have that citys badge then you go down some stairs through a hallway and up some more stairs then go to the top of the tower and ho-oh will be there
