After obtaining the National Dex, every Wednesday, the radio show Hoenn Sound appears on the Pokmon Music channel. If you play this music while in certain areas of Kanto & Johto, Pokmon usually indigenous to the Hoenn region will start to appear in the wild

On Wednesdays (after you have defeated Red at Mt. Silver), tune your PokeGear Radio to the Music Channel, and it will play Hoenn Music (which coincidentally brings Hoenn Pokemon when you walk in the grass with that music on).

You need radio in your pokegear for this. All you have to do is turn on the Pokemon March Station on your pokegear on Wednesdays. then go to a route which in hoenn pokemon are located an then you can obtain it!
