go up to the lake of rage, there you meet Lance, talk to him and than go to the shop in Mahogany town. Beat the rockets there and get the 7th badge in the gym. Than Elm will call you and tell you about the radio tower in Goldenrod. Go there and beat all of the rockets. Fly back to Mahogany town and the guy is gone.
If you are old like me, it is the same as Pokemon Gold and Silver

TO DO THIS YOU MUST HAVE ONE RARE CANDY! First fly to mt. sliver then go to the area where you battled trainer red. Save in the spot where red was standing (you must defeat him before this can be done). After you saved use the rare candy you have on a Pokemon in your party save again but this time 1 sec after it is finished save press L+R+select at the same time this will take you to the main menu open your game progess, you will start on the spot you saved. check the Pokemon you used the rare candy on, the Pokemon will be one level higher then check your bag the rare candy is still there :). that's how you can get unlimated rare candies. This only works on MT. sliver where you battled red im not sure why i tried it in other places didnt work i think its cause there is alot of information saved in that memory part of the game because trainer red is the strongest in the game.
