You must complete a task in Icefall cave on island four. Help one of the elite four members defeat Team Rocket. You first have to find the HM waterfall in order to do this. After finding the HM, make your way up the waterfall and into the cave that you will come out of. There you will find an elite four member facing off with Team Rocket. Defeat Team Rocket. After doing so, return to the doted hole and use cut. The man will be gone from the entrance.
