How do you get into the eighth gym leader on Pokemon sapphire?

When you first arrive at Sootopolis, the gym is locked right? Here is some advice : First, you have to dive underwater and search for the submarine that team aqua stole from capt. stern at Slateport City. when you have found it, you press B button and rise. After that, you must defeat team aqua and team aqua released Kyogre. And then, it's raining heavily outside. Then, Steven come and tells you that he will go to Sootopolis city. Then, you go to Sootopolis city and go to the Cave Of Origin and meet Kyogre (Do you want to catch or run is up to you) then the 8th gym is opened. Kyogre RULZ

Volkner? He was a PAIN to get too! Okay, when you first get in, it's easy. Just keep pressing buttons until he have a clear shot of going to the door at the end of the room. This next room is harder. You MUST battle the Trainers, so don't try and find nother way. Okay, you keep spinning the paths until you have a clear shot at going to the gears with the iron bar in the middle on the far left. Go over there, battle someone, climb up the iron bar, battle soeone else, and keep hitting buttons until you have a shot to go down the iron bar on the far right. You'll be back where you started, don't worry. Keep turing gears until the path is different, and the iron bar in between the gears is back down to where you can walk up it. Now you should be able to gain access to another area, battle another trainer, and keep spinning the gears you never had access to before until there's a good path to Volkner. Confusing, I know.
