im not sure how many ribbons you have to have but when i got in my empoleon he had 11 ribbons
HINT: in sunyshore city go up on the solar panel walkway stairs next to the entrance and follow the path to the right until you get to the Pokemon rockand go up, keep going straight until you come to 2 houses, go to the one with the sign in front of it, if you tell her a story the person inside will give you one ribbon every day.
