The Fortree Gym, is blocked by a mysterious entity. Simply move on east, then south to the bridge. There you will find steven. After battling the Kekleon, he gives you the Devon scope. Go back to the gym, and use the Devon scope on the kekleon. either it runs away, or you have to battle it.
