How do you get kecleon in Pokemon rumble blast?

you cant. that was only on the show, like the pink butterfree.

shiny kecleons just have a different colored stripe on their midsection

You actually can't catch Kecleon in Pokemon Pearl. You can only catch him in Diamond, under special circumstances, and if you want him in Pearl, you'd have to transfer/trade it.
