Beat the elite four. then head to route 13. there's a strength rock blocking the way so continue down route 13 and find another way up. push the strength rock in the hole for easier access to this part of the route in the future. enter the cave to the north and make your way to the exit at the bottom. search the field for a small pond (yes, there is one there. its pretty tricky to find but i promise it is there. i recommend bringing a few repels along. when you reach the pond, you should hear kyurem and the whole place should fill up with snow. go north and enter the cave. kyurem is dead ahead at level 75.
