Beat all the Hoenn Gyms and Hoenn Elite Four and look in a water map. You will eventually get him. A tip if you want to catch Kyogre faster is to make a new account and only beat the Hoenn Gyms and Hoenn Elite Four. Then when you look in the water maps for Kyogre, you have a better chance to find it since there are less legendaries that can appear(only the Hoenn ones.)
