Well, you battle with it, travel with it, and a nice trick is to use items on it. But if your trying to get a Espeon/Umbreon, you can't get it in Pokemon FR/LG, because there isn't time in FR/LG. You have to trade it to Pokemon R/S/E, evolve it there, then trade it back. EDIT by tehpengywin: The following ways will increase/decrease your Pokemon's Happiness value (Taken from Bulbapedia):
Gaining a level (+2)
Walking 256 steps (+1)

Eevee does not evolve on a specific level. Rather, it evolves when exposed to the right kind of elemental stone (Thunder Stone, Water Stone or Fire Stone), or if it is especially happy with you when you level it up.
Unfortunately, Eevee cannot evolve into either Espeon or Umbreon in Pokemon FireRed as the game lacks an internal clock. Trade the Eevee to Ruby, Sapphire or Emerald and level it up with high happiness during the day or night to evolve it into one of the two Pokemon.
