Mr. fuji is a HUGE ,mystery in Pokemon soul silver. Nobody knows why Mr.Fuji is even in the game. All he does is that he has that Pokemon orpange, and hang out in the house of memories, which does nothing. Basicaly, he does nothing because he never leave the house of memories.
Mr. Fuji is a kind man in the Pokemon games who takes care of orphaned Pokemon. In Pokemon Blue, he is captured by Team Rocket at the Pokemon Tower in Lavender Town and the player must rescue him.
At the top of Pokemon tower you should find team rocket beat them then talk to mr fuji he will take you to his house talk to him again to get the pokeflute.

Mr. Fuji in the old games some kind of spirit calmer to the ghosts in the Pokemon Tower. In the Generation II/IV games, he is found in the House of Memories paying respects to the deceased Pokémon. There are hidden chambers in the House of Memories that only Mr. Fuji has access to.

yes, after you beat red go to the fighting dojo and the karate king will be standing there with mr. fuji, you have a double battle and if you win mr. fuji leads you down a secret path in the fighting dojo and that leads to the house of memories lower rooms. there you will also meet team galactic leader Cyrus.
You find Mr. Fuji in Lavendar Town's Gravehouse.
