In Pokemon Black/White when you get all 8 gym badges go to the Pokemon league and defeat all of the elite four's Pokemon when you go to the champion N is there and he will take you to is castle go to the top floor and catch the legendary Pokemon Zekrom/Reshiram and defeat all of his Pokemon then Ghetsis will come to battle you.

through the ice cave (after beating/rescuing the director in goldenrod) you arrive in blackthorn city and the gym is the top of there don't surf higher or you will go above the gym
Mistralton's gym uses flying types, so ice/electric/rock Pokemon make this gym easy. You can catch electric Pokemon in chargestone cave, as well as ice Pokemon being catchable at the cold storage in driftveil. Skyla's Pokemon are in the mid-30s so Pokemon around 30 are good. Vannilite is catchable in the cold storage, and evolves in to one of the best ice types in the game(Vanniluxe). Klink is another good choice because even though its a stell type, it learns electric moves and has a resistence against flying moves on top of that.
first you have to step on all of the ice and make it crack. then you have to be at the opening at the top of each ice puzzle. and you keep doing that until you get to the gym leader. if you fall down you have to battle trainers.
