Depends. In D/P/Pt, you can find them planted. In HG/SS, you can have them planted in your berry pot, Wade sometimes gives you some, or mom sends them to you if you save enough money.

The first way to get the berries is after you beat the Sudowoodo, go to Goldenrod City and, in the top Right corner, near the gym, there is a little building. You can get a Berry pot for growing berries, and some Oran berries. You can grow more from these. Some Pokemon are supposed to hold them, one of them I believe is Pikachu. The third way I know about is trading with someone a Pokemon, holding the elusive berry. Hope I helped.you didn't

go to goldenrod and go to the dept. and to sixth floor and keep spending until u get it and plant it
u go left from ecruteak city (johto), go in the farm, talk to the man, then feed miltank lots of oran berries, and finallytalk to the girl on the left ( <that way ) (you need a lot of oran berries)

If you already have the berry pots and some sense of time you can grow them really easy. If not the best place is to use the Pokewalker to get shards and trade with the juggler in violet city next to the Pokemon center
