You need Arceus to get Palkia in SoulSilver.
Go to Ruins of Alph take Arceus with you then go inside all the doors and one of them will make The Sinniohn Champion appear then you will be able to chose between Giratina, Dialga and Plakia.
They will all be a level one.
This only works if you open the wall in the fake/tourist ruin in the Ruins of Alph.
