Talk to the Snorlax which blocks your way to Route 12 or Cycling Road; it will ask you if you want to use the PokeFlute. You get the PokeFlute from the old man in the Lavender Tower in Lavender Town. After catching/battling the Snorlax, go through Cycling Road/Route 12, 13, 14, and 15 until you reach Fuchsia City.

The easiest way to get to Fuchsia City in Pokemon R/B/Y is from Celadon or Lavender Town. But to get there, you have to move the sleeping Snorlax in one of the two paths. You will need the PokeFlute to do this, which is obtained by defeating Team Rocket in Lavender Town (so this would probably be the faster route to Fuchsia). They are both Level 30. You can either catch the first one or knock it out, but you should catch the second one. From this point, you can get to Fuchsia, but you'll have to battle Trainers and the occasional wild Pokemon on the way whichever way you go. You should arrive in Fuchsia City.
