Before you can get past the team galactic people at acuity lakefront you have3 to beat the gym leader. Once you beat the gym leader they are standing a couple of steps beside the entrance so you can go in. Afterwards, go to veilstone city.

β 14y agoyou need to go to slateport and their should be a gathering outside the port. Talk to stern and you should go in and they will steal a submarine. If not go to the top of mt. pyre (the outside bit) and they should steal an orb. Sorry if its wrong i haven't played it for ages.
