You are going to need Rock Climb, Rock Smash, Strength, Surf, and Waterfall. The most direct route is to Go across 3 bridges. One North, then East, then North again. Go East to the rock wall and use rock climb to get down. Go West, South (Don't go over the ledge), West, North up the stairs, West, North to the stairs, then West up both sets of stairs. In the next room Go South and use rock smash then strength. Go West, South, strength, West, South, East, use rock smash then strength. Go East, South, rock smash, East, strength, North, then East down the stairs. In the next room Go East across the bridge, Rock climb, North, East, down the stairs. In the next room Go East down a set of stairs, North down yet another set of stairs, use surf. Go North to the land, use surf again and go North, use waterfall. Go North, West to the land, surf, West, South, West up the stairs. In the next room Go West, South, East, rock climb, North over the bridge, and West out. Yay, you made it through Victory Road!!

Well a good place to train would be Route 120, 121, or 122. Or routes 126, 127, or 128. Or just the wild pokemon of victory road.
