In Celadon City, you'll have to clear the Game Corner Basement of Team Rocket and after defeating Giovanni there, he'll drop the Silph Scope. Have that in your Bag and you'll be able to battle the Ghosts.

∙ 14y agowhat you have to do is get a silph scope(sorry i don't know how to get it)and you walk past and you have to battle a cubone ghost (you can't catch it) and you can then easily go through.
